Situation:


     Carroll County is the fourth largest county in the state containing a total of 596,800 acres.  The total forested acres is 557,300 which represents 93% of the total land area compared to 83% for the entire state.  Non- industrial private land ownership is 324,200 acres or 54% of the county.  There are an estimated 8-9000 private landowners.  The remaining ownership is divided among Federal (White Mt. National Forest) 153,697 acres or 25% of the county, state ownership including parks, forests, natural areas, bodies of water and highway rights of way account for 55,923 acres or 9% of the county, municipal ownership including land and rights of way account for 18,086 acres or 3% of the county, County ownership at 886 acres, Forest industry ownership at 17,400 acres or 3% of the land area and organizational ownership at 26,724 acres or 4% of the land base.  Six per cent of the county is in water including state and privately owned lakes and ponds and nine significant rivers.  This is equal to about 38,414 acres.

     In a recent survey, 18 private consulting foresters reported that they work with 530 landowners, owning approximately 105,000 acres or 32% of the private ownership in the county. This leaves 219,000 acres that represent a potential target audience of landowners that need educational information on the responsible and sustainable management of their land for economic, environmental and social values.

     The forests play a critical role in the economics of the county.  Our number one industry is tourism with forestry a close second.  It is estimated our forests contribute $94 million of economic activity annually.  Fall foliage viewing contributes nearly two thirds of this amount.  The rest is divided among wildlife, camping, snowmobiling, skiing and hunting.

     Approximately 1100 people are directly employed in forest-related recreation and tourism in the county.  Three commercial sawmills employ over 90 people and generate 25 million board feet of lumber valued at $25.5 million in revenue.  Numerous portable bandsaw mills provide custom sawing services to countless customers.  A wood burning electrical generating facility consumes 64,800 green tons of wood chips valued at $1,523,000 from county lands. Two pulpwood concentration yards purchase 49,800 tons of pulpwood from county lands valued at $1,430,000.  Five concentration yards broker 7,000,000 board feet of logs from the county.  This activity generates over $3 million in value.  There are at least 17 firewood vendors that market over 11,000 cords of wood.  This represents about $2.75 million in value. In addition, 13 maple producers produce about 1300-1500 gallons at a wholesale value of $65,000.  Christmas tree growers generate about $20,000 in sales.  We have 147 certified loggers and truckers that provide the service to landowners.  Tree care and take down activities are performed by about 14 arborists with an estimated value of $3 million. One bottled water facility whose product depends upon the responsible management of thousands of acres of woodland produces 75 million gallons of water estimated to have a wholesale value bottled in 16 oz. bottles at $150 million.  All of this economic activity accounts for about $302.5 million.

     Interesting land protection statistics include a total of 231,523 acres or 38% of the county is protected via conservation easements or public ownership.  The White Mt. National Forest makes up 66% of this area. In addition, the estimated acreage enrolled in Current Use (2003 figures) is 224,086 or 37% of the total land area in the county or 69% of the total private ownership.

     Land values are escalating at an alarming rate.  The presence of timber used to determine to a large extent the value of the land.  This is no longer the case.  Timber is an added bonus with the raw land having the majority of the value. 

     The challenge is to motivate landowners to be good stewards of the land and to discourage exploitation and liquidation of forest land since that is likely to predispose the land to an irreversible use such as commercial or residential development to be lost forever from the land base.
